§ 99.16 TRAFFIC CONTROL.
   When it is necessary to obstruct traffic, a traffic control plan shall be submitted with the application and approved prior to starting construction. No permit shall be issued prior to the approval of the traffic control plan. No holder shall block access to and from private property, emergency vehicles, access to fire hydrants, fire stations, fire escapes, water valves, underground vaults, valve housing structures or any other vital equipment unless the holder provides written verification of notice delivered to the owner or occupant of the facility affected. The holder shall make all the necessary arrangements to eliminate any disruption of services or usage of equipment of the owner or occupant of the facility affected. Sufficient and proper barricades and lights shall be maintained to protect persons and property from injury by or because of the excavations being made. If any sidewalk is blocked by any such work, a temporary sidewalk, if possible, shall be constructed and provided which shall be safe for travel and convenient for users.
