The purpose of this chapter is to protect the integrity of the pedestrian way as it is a direct benefit to adjoining and abutting property owners and the city as a whole. This chapter provides the procedures for permit application from the city for the placement of structures, facilities, construction, excavation, plantings, encroachment and work activities within, upon or above any right-of-way and to protect the integrity of the road system. This chapter shall be used in conjunction with the Hopkinsville Public Improvement Specifications, the Kentucky Department of Transportation Standard Specifications for Road and Bridge Construction (as amended), the Hopkinsville Subdivision Regulations, the Hopkinsville Zoning Ordinance, Chapter 162 of the Hopkinsville Code of Ordinances, the Flood Damage Prevention Ordinance and the Hopkinsville Stormwater Management and Control Ordinance.
