The owner of the premises upon which a meter is installed is hereby made responsible for the meter. If by any manner the meter is damaged or stolen, the incident must be reported to the Director at once. It shall be the duty of the village to make all meter repairs and charge same to the party made responsible for the meter. If any damage occurs to the meter through the fault of the water mains, repair will be made at the expense of the village. The village shall not be responsible for any loss of water due to the freezing of any water meter.
