Should any lots or land be divided after a special assessment thereon has been confirmed and divided into installments, and before the collection of all installments, the Village Council may require the Village Assessor to apportion the uncollected amounts on the several parts of lots and lands so divided. The report of the apportionment, when confirmed, shall be conclusive upon all the parties and all assessments thereafter made upon the lots or lands shall be according to the division.
