§ 35.40 INCONTESTABLE AFTER 30 DAYS.
   The special assessments, and all proceedings upon which the special assessments are based, shall be incontestable unless a suit to contest the validity thereof is instituted within 30 days after the date of confirmation of the special assessment roll.
