Cost and expenses of any improvement which may be defrayed by special assessment shall include the cost of surveys, maps, plans, all expenses incident to the special assessment proceedings, the cost of acquiring any lands and rights-of-way necessary therefor, cost of construction, and all other costs incurred in making the improvement.
