The purpose of this chapter is to enable the village to require reimbursement from those responsible (both intentionally or accidentally) for the leaking, spilling, or otherwise allowing of certain dangerous or hazardous substances or materials to escape containment, thereby requiring cleanup and disposal by the village or its agents.
