§ 34.04 PUBLIC PURPOSE.

The Village Council hereby determines that the Development Plan constitutes a public purpose, and hereby determines that it is in the best interests of the public, in order to halt property value deterioration in the business district, to eliminate the causes of that deterioration, and to promote economic growth, to adopt the Development Plan.
