It shall be the duty of the Street Commissioner to read the inventory before the Village Council at the first regular meeting held during the month of April of each year and report his or her actions thereon, and also at any other times as the Village Council may direct. All actions upon the provisions of this subchapter shall be subject to the judgement of the Village Council relative to the purchase of new tools, equipment, and vehicles.
