The Village Council shall review and take action on the final plat within 20 days of the date of its submission. The Village Council shall require all improvements and facilities to be constructed or the filing of the security to ensure construction as provided for in this chapter before approval of the final plat. If the Village Council disapproves the final plat, it shall give reasons for the disapproval and return the plat and the reasons to the proprietor. If approved by the Village Council, the approval and the date thereof shall be certified on the plat by the Village Clerk.
