(A) Final approval; rights of proprietor. Final approval of the preliminary plat shall confer upon the proprietor for a period of two years from date of approval, the rights granted under the Land Division Act, being M.C.L.A. §§ 560.101 through 560.293, which period may be extended if applied for by the proprietor and granted by the Village Council. Written notice of any such extension shall be given by the Village Council to the other approving authorities.

(B) Start of construction. No construction of improvements shall be commenced until the proprietor has received final approval of the preliminary plat by the Village Council and has entered into an agreement with the village for construction of all required improvements and filed with the village the security as deemed necessary by the village to ensure that all improvements will be completed in accordance with the approved plan.
