(A) Within seven days after personal property is seized, the village shall give notice of the seizure of the property and the intent to forfeit and dispose of the property to each of the following persons:
(1) To the person charged with a crime;
(2) Each person with a known ownership interest in the property;
(3) Each person holding a chattel mortgage or lien appearing on the title, filed with the Secretary of State or registering agency;
(4) Each person with a known security interest; and
(5) Each victim of the crime.
(B) The notice shall be a written notice delivered to the person or sent by certified mail. If the name and address of the person are not reasonably ascertainable or delivery of the notice cannot reasonably be accomplished, the notice shall be published in a newspaper of general circulation in the village for two successive weeks. Proof of written notice or publication shall be filed with the court.
