§ 94.07 ABATEMENT PROCESS AND COSTS.
   (A)   If the owner, occupant or person in charge of lands within the village shall fail, refuse or neglect to destroy grass, brush, scrub trees and weeds, and to conform with this subchapter, it shall be the duty of the Village Manager, Code Enforcement Officer or other designated official, after due notice, to cause all grass, brush, scrub trees and weeds to be cut down, removed and destroyed.
   (B)   (1)   The Village Manager, Code Enforcement Officer or other designated official shall keep an accurate account of the expenses incurred in carrying out this section with respect to each lot or parcel of ground entered upon therefor, and shall make a sworn statement of such account and present the account to the Village Treasurer for presentation to the Village Council.
      (2)   The Village Council shall audit and allow such account, and shall assess the cost thereof against the owner of the land, as such owner shall appear on the assessment roles.
   (C)   It shall be the duty of the Village Treasurer to forthwith certify to the Village Assessor all accounts so audited and allowed.
      (1)   The Assessor shall add to all accounts so audited and allowed 10% of the total of each separate account for inspections and other costs in connection therewith.
      (2)   In addition, the Assessor shall add an abatement fee in the amount established by Village Council resolution, and shall cause all such expenditures so audited and allowed, together with the additional 10% and the abatement fee, to be severally levied on the lands on which the expenditures were made.
      (3)   The costs shall become a lien upon the land and shall be collected in the same manner as other village taxes are collected and, when collected, shall be paid into the village’s General Fund to reimburse the outlay therefrom as authorized in this section.
