No person shall, within the business district of the village, paint, print, post, or in any way affix any picture, bill, banner, or advertising matter of any kind upon any post, hydrant, trash container, curb, sidewalk, lamp post, tree, or public improvement in any public ground or street, or upon any bridge, public building, or structure belonging to the village without the express consent of the Village Manager, or his or her designate.
