§ 72.01 PARKING REGULATIONS.
   (A)   When signs are erected in each block giving notice thereof, no person shall park a vehicle at any time upon the side of the street so marked.
   (B)   When signs are erected upon approach to hazardous or congested places, no person shall stop, stand, or park a vehicle in any such designated place.
   (C)   When signs are erected indicating no parking upon that side of the street or highway adjacent to any school property, no person shall park a vehicle in any such designated place.
   (D)   No person shall park a vehicle within an alley in such a manner or under the conditions as to leave available less than ten feet of the width of the roadway for the free movement of vehicular traffic, excepting that where the alley is of insufficient width to permit parking and at the same time leave a space of ten feet for the free movement of vehicular traffic, in the case no vehicle shall be parked in the portion of the alley for a longer period than is reasonably necessary for purposes of loading or unloading merchandise or materials and then only in case some person is in actual physical charge of the vehicle and the driver thereof is engaged in loading or unloading the vehicle.
   (E)   No person shall park any vehicle consisting of more than one unit nor any single vehicle of more than 20 feet in length, front to rear and inclusive of load, upon any street of this village where angle parking is required and so marked by lines or signs.
   (F)   No person shall park a vehicle on any of the public streets, alleys, and/or easements of the village between the hours of 2:00 a.m. and 6:00 a.m. at any time, unless otherwise posted.
      (1)   With the consent of Village Council, the Village Manager may prohibit or restrict the stopping, standing or parking of vehicles, and may direct the erection of signs or publication giving notice, on village streets or village municipal parking lots.
      (2)   Municipal lot parking.
         (a)   Parking in municipal parking lots is prohibited from 2:00 a.m. until 6:00 a.m.
         (b)   The Village Manager is authorized, with consent of the Village Council by motion, to establish procedures for the issuance of permits for parking overnight on municipal lots, on both short term and annual basis.
         (c)   All long term permits, as established by procedure, shall expire by December 31.
         (d)   Village Council will approve permit rates.
   (G)   The driver of a bus or taxi shall not stand or park upon any street in any business district at any place other than a bus stop or taxi stand, respectively, except that this provision shall not prevent the bus driver or taxi driver from temporarily stopping in accordance with other stopping or parking regulations at any place for the purpose of and while actually engaged in loading or unloading passengers.
   (H)   No person shall stop, stand, or park a vehicle, other than a bus in a bus stop, or other than a taxi in a taxi stand, when any such stop or stand has been officially designated and appropriately signed, except that the driver of a passenger vehicle may temporarily stop therein for the purpose of and while actually engaged in loading or unloading passengers when the stopping does not interfere with any bus or taxi waiting to enter or about to enter the zone.
   (I)   No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway, headed in the direction of traffic, with the curbside wheels of the vehicle within 12 inches of the edge of the roadway, excepting that on those streets which have been marked or signed for angle parking, vehicles shall be parked at the angle to the curb indicated by the mark or signs.
   (J)   No person shall stand or park a vehicle upon any roadway or sidewalk adjacent thereto for the principal purpose of displaying it for sale, displaying advertising, or washing, polishing, greasing, storing, or repairing the vehicle, except for repairs necessitated by an emergency.
   (K)   No person shall double park a vehicle at any time upon any of the highways or streets within the village.
   (L)   No person shall stop, stand, or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control device in any of the following places:
      (1)   On a sidewalk;
      (2)   In front of a public or private driveway;
      (3)   Within an intersection;
      (4)   Within 15 feet of a fire hydrant;
      (5)   On a crosswalk;
      (6)   Within 30 feet of any flashing beacon, stop sign, yield sign, or traffic-control signal located at the side of a roadway;
      (7)   Within 20 feet of the driveway entrance to any fire station and, on the side of a street opposite the entrance to any fire station, within 75 feet of the entrance when properly sign posted;
      (8)   Alongside or opposite any street excavation or obstruction when the stopping, standing, or parking would obstruct traffic or upon any bridge or other elevated structure upon a highway;
      (9)   In a parking space clearly identified by an official sign as being reserved for use by disabled persons which is on public or private property available for public use, unless the person is a disabled person as described in the Uniform Traffic Code or unless the person is parking the vehicle for the benefit of a disabled person. In order for the vehicles to be parked in the parking space, the vehicle shall display one of the following:
         (a)   A certificate of identification issued by this state to a disabled person and displayed on the lower left corner of the front windshield;
         (b)   A special registration plate issued by this state to a disabled person;
         (c)   A similar certificate of identification issued by another state to a disabled person;
         (d)   A similar special registration plate issued by another state to a disabled person; or
         (e)   A special registration plate to which a disabled person tab is attached issued by this state.
      (10)   At any place where official signs prohibit stopping.
