§ 71.02 DRIVING ON SCHOOL PROPERTY.
   (A)   No person shall operate a motor vehicle upon any property owned by the Homer Community School District, except upon streets and parking lots designated for vehicular traffic. No person shall operate an unlicensed motor vehicle upon any property owned by the Homer Community School District.

   (B)   (1)   Any person driving a vehicle on a parking lot or roadway designated for vehicular traffic upon properties owned by the Homer Community School District shall drive the same at a careful and prudent speed not greater nor less than is reasonable and proper, having due regard to the traffic, surface and width of the street, and of any other conditions then existing, and no person shall drive any vehicle upon any street or parking lot designated for vehicular traffic by the Homer Community School District at a speed greater than will permit him or her to bring it to a stop within the assured clear distance ahead.
      (2)   Subject to the provisions of division (B)(1) above, it shall be prima facie lawful for the driver of the vehicle to drive the same at a speed not exceeding the following, but in any case when the speed would be unsafe, it shall not be lawful:
         (a)   Ten mph on all parking lots and roadways owned and operated by the Homer Community School District; and/or
         (b)   It shall be prima facie unlawful for any person to exceed the foregoing speed limitations.
