The operation and maintenance of the System shall be under the supervision and control of the County Department of Public Works, subject to the terms of the contract dated 9-12-1977 between the county and the village. Pursuant to the terms of the contract, the village has retained the exclusive right to establish, maintain, and collect rates and charges for sewer collection and disposal service and in the capacity the Village Council may employ the person or persons in the capacity or capacities as it deems advisable and may make the rules, orders, and regulations as it deems advisable and necessary to assure the efficient establishment, maintenance, and collection of the rates and charges.
