Every property owner having any tree overhanging any street or right-of-way within the City shall prune the branches so that such branches do not obstruct the light from any street lamp or obstruct the view of any street intersection so as to maintain a clear space of eight feet above the surface of the sidewalk, and a minimum of 14 feet above the surface of the street. Said owners shall remove all dead, diseased and dangerous trees, or broken decayed limbs, which constitute a menace to the safety of the public. The City shall have the right to prune any trees or shrubs on private property when the same interfere with the proper distribution of light along the street from a street line, or interfere with, or reduce, the visibility of any traffic control device or sign. The pruning of trees on public property is the responsibility of the abutting property owner. If the abutting property owner fails to trim the trees as required in this section, the City may serve notice on the abutting property owner requiring that such action be taken within five days. If such action is not taken within that time, the City may perform the required action and assess the costs against the abutting property owner for collection in the manner as a property tax. In addition thereto, the pruning of trees on private property referred to above shall be subject to the actions of the City referred to above.
