(A) To protect and limit deterioration and obstruction of the rights-of-way, the city hereby adopts uniform regulations for the construction, placement, and maintenance of equipment and facilities in the rights-of-way. This Chapter 55, Part I applies to all utility infrastructure placed in the public rights-of-way with the exception of communications facilities which are addressed in Chapter 55, Part II, and utilities owned by the city.
(B) Such rights-of-way within the city are a unique and physically limited resource that are critical to the travel and transport of persons and property and must be managed and controlled in the best interest of the citizens of the City of Hollywood, consistent with federal and state law.
