(A) Except as provided in this division, each customer shall be responsible for complying with the provisions of this chapter applicable to that customer’s service address. The city shall be similarly responsible with respect to its public potable water system.
(B) Except as otherwise provided in this section, all expenses incurred by a customer of the utility to achieve compliance herewith shall be the responsibility of the customer.
