In spaces marked for parking, all vehicles shall be parked with the front end facing into the space provided for parking in all public areas within the city. The operators of vehicles are prohibited from backing any vehicle into such parking spaces. No person shall stand or park a vehicle other than at the angle to the curb or into the roadway indicated by such signs or markings.
