Anyone subdividing or dividing a parcel of land into two or more lots for the purposes of building on or improving each parcel, or for the resale of each parcel as an unimproved lot, shall be required to install sidewalks and to sod the swale area and parkway in the same manner to conform to the street cross-sections of this Code. All driveway approaches and parking aprons abutting such lots as resubdivided may be constructed of concrete, asphaltic concrete, or equivalent, subject to approval by the City Engineer.
