The requirements as set forth in this subchapter shall be considered as minimum requirements only. This subchapter and §§ 151.100 through 151.111 does not eliminate the necessity, nor relieve the developer or contractor of the responsibility, of exercising sound engineering principles and judgment and sound construction practices as required for the particular situation.
