It shall be unlawful for any person to take, carry away, or remove any stone, gravel or sand from any of the beaches in the city, and it shall be unlawful for any person to take, carry away, or remove any stone, gravel or sand from any beaches between the mean high-water mark and the mean low-water mark in the city.
