It shall be unlawful for any person to remove or cause to be removed from any real property within the city, any soil, subsoil, rock, sand, trees or shrubbery. However, this provision shall not be applicable to the owner of any such real property, nor to any person removing such soil, subsoil, rock, sand, trees or shrubbery with the written consent of the owner of the real property.
