§ 128.21 LICENSE AGREEMENT FEE.
   (A)   License Agreement Application Fee. Any Person applying for the issuance of a License Agreement to install and maintain Pay Telephones on Public Property or Rights-of-Way shall pay a one-time nonrefundable administrative processing fee established by Resolution, as amended from time to time, of the City Commission for the purpose of defraying expenses for administrative review, approval and issuance of a License Agreement. This fee is in addition to , but not in lieu of, any other fee due hereunder.
   (B)   License Fee. After satisfactory completion of the License Agreement application process, execution of a License Agreement and completion of the Installation Permitting process, a Qualified Provider shall pay to the City the License Fee which shall be established by Resolution of the City Commission and as amended from time to time.
