Upon receipt of an application, the Department of Financial Services shall issue a permit to the applicant which shall expire each year on September 30th, but which may be renewed by the Department of Financial Services as a matter of course, upon payment by the applicant of the local business tax provided for in § 110.40, accompanied by a medical certificate and evidence of the maintenance of the public liability insurance required by this subchapter.
