No certificate shall be issued or continued in operation unless the holder thereof has paid an annual fee of $15 per jitney, each year, for each vehicle operated under a certificate of public convenience and necessity. This license fee shall be for the fiscal year beginning October 1 and shall be in addition to any other license fees or charges established by the proper authority and applicable to the holder for the vehicle or vehicles under his operation and control.
