§ 125.03 APPLICATION FOR LICENSE.
   No license shall be issued or granted to any applicant authorizing him to engage in the small loan business before the applicant has filed an application, as required by F.S. § 516.03 and Chapter 110 hereof, and obtained a license as required by F.S. § 516.05.
