§ 122.103 ENTITLEMENT TO PERMIT.
   (A)   The Director shall be charged with the responsibility of determining whether or not a particular applicant shall be entitled to a busker permit or vendor permit pursuant to this subchapter.
   (B)   The Director shall refrain from issuing a busker permit or vendor permit when the Director in good faith believes that the proposed performance and/or sale of merchandise will endanger the public health, safety, welfare or property. The Director shall revoke a busker permit or vendor permit when the Director in good faith believes that allowing the continuation of the proposed performance or sale of merchandise shall endanger the public health, safety or welfare or property.
   (C)   The City Manager or his/her designee shall be authorized to limit the number of busker and vendor permits to avoid congestion within the ArtsPark. In addition, the city may suspend any and all permits up to ten days per permitting period when more than 25% of the ArtsPark is dedicated to a festival, special event or other event.
