In residential areas or districts, portable storage units shall generally be placed only in a driveway or, if alley access exists at the rear of the site, in the rear yard. However, if the City Engineer determines that there is no driveway available for placement of a portable storage unit and no alley access at the rear of the site, the City Engineer shall allow placement of a portable storage unit in the public right-of-way, provided that the placement of such portable storage unit does not obstruct the free, convenient, and normal use of said public right-of-way.
