For the purpose of facilitating a correct enumeration, plats of all streets, avenues and public highways within the city, showing the proper number of all lots or houses fronting upon all highways (except alleys) shall be prepared and kept on file in the office of the City Engineer, which plats shall be open during the office hours of the City Engineer, to the inspection of any owner or occupant of any building desiring to know the proper number of his building.
