(A) Except as provided in division (B) below, the rate schedule for the rental of city facilities shall be established by resolution of the City Commission.
(B) The Director of the Parks, Recreation and Cultural Arts Department, with the approval of the City Manager, shall be authorized to establish and amend rates for the rental of the city's showmobile and its ancillary equipment that are competitive with rates charged for the rental of similar showmobiles in the area. In establishing and amending such rates, the Director shall specifically consider, in addition to all other relevant factors, the level of staffing necessary to deploy the showmobile and its ancillary equipment for the particular event for which it is rented.
