§ 103.01 PUBLIC PARKS MAINTAINED FOR ENJOYMENT OF ALL CITIZENS.
   The public parks of the city are held by the city for the use, convenience, and enjoyment of the citizens and inhabitants of the city. None of the city parks shall be used exclusively by any person, or set of persons or association, to the exclusion of the general public, except during programming or permitted events and meetings.
