(A) Any applicant denied a special event permit to conduct a special event shall be notified in writing no later than 45 days prior to the proposed date of the special event. The notification shall state the reasons for the denial and the right of appeal to the City Commission, and shall be sent by registered mail to the applicant.
(B) Any aggrieved applicant shall be granted a hearing before the City Commission provided the applicant shall make such request to the Director in writing within five days of receipt of notification.
