Any person utilizing city facilities for the purposes herein set forth without full compliance with this subchapter and all of the terms, conditions and provisions thereof shall be subject to immediate removal from all city-owned facilities; and such unwarranted use shall be and constitute a trespass, which may be summarily removed by the Police Department of the city.
