The City Administration is authorized to formulate, amend, administer and enforce such rules and regulations for the use of city facilities at the city yacht basin and marina as may be reasonable and necessary to promote its efficient operation and to ensure the health, safety and welfare of the public. No addition, amendment or repeal of any rule or regulation by the City Administration shall become effective until it has been posted for ten consecutive days in a conspicuous location at the yacht basin and marina. Any person aggrieved by any administrative change in the rules and regulations of the marina may appeal the change to the City Commission by filing a written notice of appeal in the office of the City Manager within 20 days of the date the change was first posted.
