(A) All leases under this subchapter shall be renewed every four years. The City Manager or designee is empowered to grant all approvals and renewals without further application to the City Commission.
(B) If any lease under this subchapter is terminated by the city by reason of a material breach by the lessee, any application for a new lease must be brought before the City Commission for approval.
