The open burning of material outdoors results in or contributes to air pollution and safety risks to the general public. The regulation of open burning will significantly reduce air pollution and protect the general health, safety and welfare of the public. It is the intent of the city to require that licensed open burning be conducted in a manner, under conditions, and within certain time periods as will reduce or eliminate the deleterious and noxious effect of air pollution and danger caused by open burning.
