The City Manager is hereby empowered to employ an Animal Control Officer, whose duty shall be enforcing all provisions of this chapter relating to animals and fowl in the city. The Animal Control Officer shall be empowered to issue citations of warning, and arrest or order the court appearance of any owner or custodian of any animal or fowl found violating the provisions of this chapter.
