For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BICYCLE. Every device propelled by human power upon which a person may ride, having two tandem wheels, either of which is over 20 inches in diameter.
OWNER. Minors who have the use and control of a bicycle with the knowledge and consent of their parents or guardian.
