§ 70.21 EMERGENCY OR EXPERIMENTAL REGULATIONS.
   (A)   The City Engineer or the Chief of Police is hereby empowered to make all regulations necessary to make effective the provisions of the traffic ordinances of this municipality and to make temporary or experimental regulations, consistent with this subchapter and §§ 72.003 and 72.075, to cover emergencies or special conditions. The Chief is hereby empowered to enforce said temporary or experimental regulations. No such regulation shall be effective and in force until and unless adequate signs, signals or other notices are erected clearly indicating said regulation. No such temporary or experimental regulation shall remain in effect for more than 90 days.
   (B)   The Engineer may test traffic-control devices under actual conditions of traffic.
