The City Manager may authorize a transfer of funds to be made within the same office or department within a distinct fund, including, but not limited to the reallocation of funding for a position reclassification and the creation of accounts and transfer of funds necessitated by the creation or amendment of a division within a department or the creation or amendment of a special office within the Office of the City Manager.
