The Director of Financial Services is hereby authorized to negotiate and settle all fines and liens imposed by the Code Enforcement Board, Special Master or Special Magistrate relating to code violations which have been complied with by the code violator. However, the Special Magistrate shall ratify all decisions of the Director of Financial Services with respect to the settlement of any such fines and liens.
