(A) Rules of procedure. Special Magistrates shall conduct hearings pursuant to the provisions of rules of procedure as set forth herein and as may be adopted by the City Commission from time to time.
(B) Hearings. Hearings shall be scheduled, noticed and conducted pursuant to the provisions of this chapter and/or procedures adopted by the City Commission resolution.
(C) Reports of decisions. Subsequent to a public hearing, the Special Magistrate shall make a written report, a Final Order, of his or her decision, in accord with the rules and procedures set forth herein or by City Commission resolution, and shall provide a copy of the Final Order to all parties of record and appropriate city staff.
(D) Records. The city shall record all proceedings. At a minimum, a summary of the testimony taken at such proceeding shall be provided in the Final Order, or as an appendix thereto.
