§ 35.21 BUREAU OF FIRE PREVENTION.
   (A)   Establishment. A Bureau of Fire Prevention in the Fire Department of the city, is hereby established which shall be operated under the supervision of the Fire Chief.

   (B)   Designation of Chief Inspector and Assistant Inspectors.
      (1)   The Fire Chief shall designate an officer (or member) of the Department as Chief Inspector of the Bureau of Fire Prevention, who shall hold this office at the pleasure of the Fire Chief.
      (2)   The Fire Chief may also designate such number of Assistant Inspectors as shall from time to time be authorized by the City Commission.

   (C)   Powers and duties of officers.
      (1)   It shall be the duty of the officers of the Bureau of Fire Prevention to enforce all laws and ordinances of the state, county and city, covering the following:
         (a)   The prevention of fires;
         (b)   1.   The storage and use of explosives and flammables;
            2.   The storage and use of chemicals;
         (c)   The installation and maintenance of automatic and other fire alarm systems, and fire extinguishing equipment;
         (d)   The maintenance and regulation of fire escapes;
         (e)   The means and adequacy of exit in case of fire, from factories, schools, hotels, lodging houses, asylums, hospitals, churches, halls theaters, amphitheaters, and all other places in which numbers of persons work, live, or congregate, from time to time, for any purpose;
         (f)   The investigation of the cause, origin and circumstances of fires.
      (2)   They shall have such other powers and perform such other duties as are set forth in this subchapter, and as may be conferred and imposed from time to time by law. The Fire Chief may delegate any of his powers or duties under this subchapter to the Chief Inspector.

   (D)   Recommendation of ordinances by Chief of Fire Department. It shall be the duty of the Fire Chief to investigate and to recommend to the Commission such additional ordinances, or amendments to existing ordinances, as he may deem necessary for safeguarding life and property against fire.

   (E)   The Fire Chief shall prepare instructions of the Chief Inspector and his assistants, and forms for their use in the reports required by this subchapter.
