(A) In any action filed by the city to enforce a city lien or collect fees, fines or other monies owed to the city, the city shall be entitled to recover reasonable attorneys' fees.
(B) This section shall apply to every action filed after the effective date of this section, without regard to the date the cause of action accrued.
