Sec. 5.01. Definitions.
   (a)   Referendum. The electors shall have the power, in accordance with the provisions of this Article 5, to approve or reject at the polls any measure passed by the commission or submitted by the commission to a vote of the electors, such power being known as a referendum.
   (b)   Referendum petition. A petition that meets the requirements of this Article 5 and that proposes a referendum shall be termed a referendum petition and shall be acted upon as provided in this article.
