(a) If the clerk’s certificate shows the number of signers to the initiative petition to be sufficient, the clerk shall submit the proposed measure to the commission at its next meeting.
(b) Upon receiving the proposed initiative, the commission shall proceed to consider the initiative measure and shall take final action on the initiative measure within ninety (90) days from the date the initiative is submitted to the commission.
