§ 32.03 QUALIFICATION OF PROGRAM.
   To be eligible for appointment as a police community service officer, a person must have attained the age of 18 years. Applicants shall have no criminal record; must be physically able to perform assigned duties; must demonstrate the ability to understand and carry out oral and written instructions; must demonstrate the ability to act quickly and calmly in difficult situations; and must possess a valid state motor vehicle operator’s license and a satisfactory driving record.
